In Maryland, social services include adoption, foster care, protective services to children and families, and services to families with children. Throughout Maryland, the Social Services Administration of the Department of Human Resources administers social services in each county and Baltimore City through local departments of social services. These local departments also receive applications for Food Stamp Benefits, Medicaid, and Public Assistance.

Local departments of social services additionally offer child care subsidy; child support enforcement; emergency food provision; and housing and employment assistance. Social services departments work with local organizations to provide emergency shelter and transitional housing; drug and alcohol rehabilitation programs; and even GED courses.
