Georgetown University, B.A. (history & philosophy), 1949; Georgetown University Law School, J.D., 1954. Admitted to Bar, 1954. Graduate studies, San Francisco State College, 1956-57; American University, M.A., 1965; University of Maryland, 1966-67. Attorney (retired, 1993). Professor, University of Maryland 1960-68. Executive Vice-President and general counsel, 1977-78. Consultant, Federal Emergency Management Agency, 1982-. Teacher (public policy), Emergency Management Institute; National Fire Academy. Teacher (legislative process), Brookings Institution; Georgetown University. Delegate, Republican Party National Convention, 1964-80. Author, Legal Aspects of the Fire Service (1995); and The Osage Indian Murders (1998). Editor, Finally Heard: Heroines of the Uncivil War (1997); and Terrorism: Defensive Strategies for Individuals, Companies, and Governments (2001). Married, six children.
