Member, State Senate, representing District 10, and District 13, Baltimore County, 1967-81. Minority Whip. Member, Judicial Proceedings Committee; Executive Nominations Committee. Chair, Special Committee to Study the Mental Health Laws.

Born in Baltimore, Maryland, December 6, 1927. Attended Baltimore parochial schools; Loyola College; Towson State College; University of Baltimore; University of Baltimore School of Law, J.D., 1951. Admitted to Maryland Bar, 1954. Served in U.S. Coast Guard. Member, Maryland State Bar Association (past member, board of governors); Baltimore County Bar Association. Delegate, Eagleton Institute of Politics, Rutgers University, 1968. Instructor (political science), University of Baltimore, 1980. Instructor (state & local government), University of Maryland School of Law, 1982-87. Received numerous distinguished service awards and citations. Married; six children, ten grandchildren. Died at Loch Lin, Baltimore County, Maryland , June 6, 2011.
