Because the procurement of health, education, and social services by State agencies varies due to exemptions and noncompetitive negotiated awards, the Task Force first will evaluate current procurement practices. It will examine how timely requests for proposals are prepared and issued, and how quickly contractors are paid by State agencies procuring services. Standardization of contracting processes, documents, and required documentation also will be considered by the Task Force. Other issues, such as current State laws or regulations, that affect the efficiency and cost of procuring health and human services will be identified by the Task Force.
In formulating its recommendations, the Task Force will consider how the procurement process affects quality and continuity of services; the cost and benefits of the current procurement process; and what impact procurement requirements have on the number and diversity of providers.
Authorization for the Task Force extends through June 30, 2012 (Chapter 683, Acts of 2010).
