The Education Reform Act of 2010 (Chapter 189, Acts of 2010) requires the State Board of Education to adopt regulations establishing general standards for performance evaluations of certified teachers and principals. The Council is to develop a model system for evaluating these educators that defines "effective" and "highly effective" teachers and principals; and specifies how measurements of student learning relate to other components of the evaluation. The model system must ensure that every educator is evaluated using multiple, fair, transparent, timely, rigorous and valid methods. Further, every educator is to be given a meaningful opportunity to improve their effectiveness, and the means to share effective practices with educators statewide.
The Council is to create an Advisory Panel to provide expert advice to the Council, and may create work groups to address specific issues.
Authorization for the Council extends through December 31, 2011.
