In Feb. 2005, the Secretary of Transportation created the Baltimore/Washington International (BWI) Airport Governance Study Group. The Study Group was charged with analyzing whether the Airport's current governance structure was the most efficient. The Study Group submitted its recommendations to the Secretary in Nov. 2005.
BOARD OF REVIEW
The Board consisted of seven members appointed to three-year terms by the Governor with advice of the Secretary of Transportation and Senate advice and consent (Code Transportation Article, secs. 2-501 through 2-506).

BRIDGE & TUNNEL INSPECTION PEER REVIEW PANEL
Created by the Secretary of Transportation, the Bridge and Tunnel Inspection Peer Review Panel began its work in October 2008 to review the Maryland Tranpsortation Authority's bridge and tunnel inspection procedures. The Panel also was to identify best practices for bridge and tunnel inspections and recommend how to improve and enhance Maryland's bridge and tunnel inspection program.
On June 1, 2009, the Panel submitted its report to the Secretary of Transportation.

The Cecil/Harford Bridges Work Group was convened in April 2006 by the Executive Secretary of the Maryland Transportation Authority. The Work Group considered the economic impact of tolls on Cecil County, and potential traffic congestion during planned repairs on the Thomas J. Hatem Memorial Bridge which crosses the Susquehanna River. Matters of public safety and economic development relating to the location of the toll plaza on Interstate 95 in Cecil County also were evaluated.
Recommendations of the Work Group were reviewed by the Maryland Transportation Authority.

Operations oversaw transportation maintenance as well as planning and scheduling; and paratransit services for the Bus, Light Rail, Maryland Rail Commuter (MARC) Passenger Service, and Metro. In 2004, it became responsible for implementing the NEXT System, an advanced technology system that uses global positioning and wireless technology to pinpoint the movement of buses and trains.

In December 2004, the Secretary of Transportation created the Task Force on Traffic Capacity Across the Chesapeake Bay. The Task Force examined options for reducing traffic congestion on the Bay Bridge, which is projected to increase by 40 percent over the next twenty years.
The Task Force reported its recommendations to the Secretary in July 2006.

The Transit Funding Study Steering Committee organized in July 2006 (Chapter 443, Acts of 2006). The Committee was charged with providing guidance and direction to the Department in producing two studies. The first study analyzed what funding is needed for transit in Maryland over the next twenty years, both capital and operational funding needs. The second study reviewed how transit services are funded nationwide, including state, regional and local strategies, and funding for cities with large transit systems. Revenue sources not currently used in Maryland also were evaluated.
Of the Committee's eight members, three were appointed by the Senate President, three were appointed by the House Speaker, and two served ex officio.

Under Maryland Transit Administration, Operations originated as the Transit Operations Division in 1983. The Division reorganized as the Office of Transit Operations in 1993, Transit Operations in 2000, and as Operations in March 2007.
Under Maryland Aviation Administration, combined with Maintenance, Utilities, and Terminal Service to form Operations and Maintenance in Jan. 2008.
Under Mass Transit Administration, disbanded in Jan. 2000.
Under Maryland Transportation Authority, established in April 2004. Headed by the Deputy Executive Secretary, it oversaw the Division of Communications, the Division of Operations, and the Maryland Transportation Authority Police.
Under Maryland Transportation Authority Police, reorganized as Patrol Division and Special Operations Division in 2009.
Under Maryland Transit Administration, renamed Transit Operations Initiatives in Dec. 2009.
Under Maryland Transit Administration, functions dispersed to Bus Maintenance and Service Quality in Dec. 2009.
Under State Highway Administration, renamed Planning, Engineering, Real Estate, and Environment in July 2008.
Under Maryland Transit Administration, Planning and Engineering formed as Planning and Policy in January 2004 to oversee offices for Customer Information; Engineering and Construction; Planning and Scheduling; Planning and Transit Development; and Washington Area Transit. Restructuring in April 2007 also made it responsible for six offices: Communications and Marketing; Customer Information; Engineering; External Affairs; Planning and Programming; and Service Development. In December 2009, the Office of Local Transit Support was added.
Under Port Administration, Planning and Environment originated in 1995 as Planning and Business Development, and reformed as Planning and Environment in 2003. This division was responsible for Harbor Development, and Planning. In 2007, those units began reporting directly to the Deputy Executive Director.
Under Motor Vehicle Administration, abolished in March 2010.
Under Maryland Transit Administration, restructured as Planning and Engineering in March 2007.
Under Deputy Secretary, restructured as Transportation Policy in 2009.
In May 2003, reorganized as Policy, Governmental Affairs, and Communications.
Under Maryland Port Administration, Port Land-Use Development Office was initiated in 1998 (Chapter 414, Acts of 1998). Transferred to Office of Secretary in 1999 (Code Transportation Article, secs. 6-503, 6-504).
ADVISORY COUNCIL FOR PORT LAND-USE DEVELOPMENT
The Advisory Council for Port Land-Use Development formed in 1998. It worked to invigorate land development in and around the Port of Baltimore (Chapter 414, Acts of 1998).
Formerly under Office of Engineering, Procurement, and Emergency Services. Restructured as Office of Procurement under Administration in Aug. 2007.
Under Office of Secretary, renamed Equity and Economic Empowerment in Oct. 2003.
Under Maryland Port Administration, restructured as Maritime Commercial Management in April 2005.
Under Administration, incorporated into Office of Risk Management and Rail Safety in June 2009.
Formerly under Office of Planning. Restructured under Deputy Secretary as Office of Real Estate in Aug. 2007.
