ASSET MANAGEMENT
Under Division of Credit Assurance, its functions were assumed by Multifamily Programs in 1998.

BURIAL SITES & OBJECTS REVIEW COMMITTEE
Authorized in 1994, the Committee was never appointed.

COMMISSION ON INDIAN AFFAIRS
Transferred to Department of Human Resources, Oct. 1, 2005 (Chapter 440, Acts of 2005).

COMMUNITY LEGACY BOARD
Chair: Raymond A. Skinner, Secretary of Housing & Community Development

Ex officio: John R. Griffin, Secretary of Natural Resources; Richard E. Hall, Secretary of Planning; Beverley K. Swaim-Staley, Secretary of Transportation; vacancy, Special Secretary of Smart Growth.

Established in July 2001, the Community Legacy Board administered the Community Legacy Program (Chapter 567, Acts of 2001).

The Board consisted of six ex officio members and was chaired by the Secretary of Housing and Community Development (Code Housing & Community Development Article, sec. 6-203).

Repealed June 1, 2010 (Chapter 487, Acts of 2010).

CREDIT ASSURANCE REVIEW COMMITTEE
The Governor formed the Credit Assurance Review Committee in December 1993 (COMAR 05.06.05). The Committee advises the Division of Credit Assurance on the credit assurance programs of the Maryland Housing Fund. The Committee alerts the Fund to new programs for housing insurance or credit assurance or to innovative uses for current programs. The Committee also recommends how to use Fund resources for the benefit of State residents and for raising capital to support insurance reserves or programs through public or private sources.

For underwriting insurance of mortgage loans and managing the insured loan portfolio, the Committee advises the Fund on what policies and criteria should be used. The Committee also counsels the Fund on the structuring of its credit assurance programs to maintain the fiscal integrity of the Fund and of the reserve backing for each program.

The Committee has been inactive since 1999.

DIVISION OF HISTORICAL & CULTURAL PROGRAMS
With exception of Commission on Indian Affairs, transferred to Department of Planning, Oct. 1, 2005 (Chapter 440, Acts of 2005).

DIVISION OF INFORMATION TECHNOLOGY & PORTFOLIO MANAGEMENT
In 1998, reorganized as Division of Information Technology.

FEDERAL GRANTS MANAGEMENT
Under Division of Neighborhood Revitalization, functions assumed by Community Development Block Grant Program and Office of Community Services in Dec. 1996.

FINANCIAL OPERATIONS
Formerly under Maryland Housing Fund, functions transferred to Division of Finance and Administration in 1998.

HISTORIC ST. MARY'S CITY COMMISSION
Transferred from Department to become an independent unit within Office of Governor, July 1, 1997 (Chapter 583, Acts of 1997).

INFORMATION TECHNOLOGY OPERATIONS
Within the Division of Information Technology, Information Technology Operations was organized in 2003.

LEAD HAZARD ADVISORY COMMITTEE
Last met in May 1996.

LOCAL GOVERNMENT INFRASTRUCTURE FINANCE PROGRAM
Under Division of Neighborhood Revitalization, restructured as Infrastructure Bond Program in 2006.

MANAGEMENT SERVICES ADMINISTRATION
Under Office of Secretary, disbanded in March 2001.

MARYLAND BUILDING REHABILITATION CODE PROGRAM
Under Division of Neighborhood Revitalization, renamed Smart Codes in March 2001.

MARYLAND HOUSING POLICY COMMISSION
Abolished in 1997 (Chapter 21, Acts of 1997).

MARYLAND REVITALIZATION CENTER
Opened in May 1998, the Maryland Revitalization Center was envisioned as a joint venture of those State agencies most concerned with implementing Maryland's Smart Growth Initiative. Among the State agencies formerly working with the Center were the Department of Housing and Community Development, the Department of Planning, the Department of Transportation, and the Governor's Office of Crime Control and Prevention.

Although the Center still operates as a satellite office of the Division, its interagency mission ceased in 2001.

Under Maryland Housing Fund, renamed Multifamily Asset Management in 1998.

NEIGHBORHOOD BUSINESS DEVELOPMENT PROGRAM
Under Division of Neighborhood Revitalization, reorganized in 2006 as Neighborhood BusinessWorks Program.

NETWORK SYSTEMS OPERATIONS
In 1996, Network Systems Operations formed as Office of Information Systems within Division of Information Technology and Portfolio Management. In 1998, it adopted its present name.

Network Systems Operations created and maintained an information systems infrastructure that provided access to data for Department staff and customers, including citizens, local government, lenders, developers, lawyers, and investment bankers. The office supported the hardware and software of the Local Area Network (LAN) and provided the Department with Wide Area Network capabilities. In addition, the office enhanced customer service through data systems management.

Under Division of Finance and Administration, renamed Office of Financial Operations in July 1998.

OFFICE OF ADMINISTRATIVE MANAGEMENT
Under Division of Neighborhood Revitalization.
