ADVISORY COMMITTEE ON TOURISM
Created in 1993, Committee advised Maryland Tourism Development Board on tourism industry (Chapter 625, Acts of 1993). Committee's forty members were appointed to four-year terms by Governor with advice of Secretary of Business and Economic Development, and the Maryland Tourism Development Board (Code 1957, Art. 83A, sec. 4-209).

Committee became inactive in 1997; abolished July 1, 2004 (Chapter 153, Acts of 2004).

BUSINESS DEVELOPMENT - CAPITAL REGION

Created in Dec. 2003, this office promoted Maryland's business advantages, supported expansion of existing businesses, assisted local businesses in increasing exports to world markets, and provided site selection assistance. Capital Region included Frederick, Montgomery and Prince George's counties.

BUSINESS DEVELOPMENT-RURAL REGION
An offshoot of Division of Business Development, Business Development-Rural Region started in Dec. 2003 to assist businesses in rural counties of Eastern Shore (Caroline, Cecil, Dorchester, Kent, Queen Anne's, Somerset, Talbot, Wicomico & Worcester); Southern Maryland (Calvert, Charles & St. Mary's); and Western Maryland (Allegany, Garrett & Washington). It focused on job retention and job creation.

In Feb. 2007, functions dispersed to other units.

INTERAGENCY & LOCAL GOVERNMENT COORDINATION
Origins of Interagency and Local Government Coordination trace to 1993 when Office of Regulatory and Environmental Assistance was established within Division of Regional Development. In July 1999, Office of Regulatory Affairs and Analysis emerged. That office developed policy initiatives and cooperation to make Maryland's business climate "business-friendly." Also in July 1999, Office of Community Planning was created to work with local government officials and their economic development offices on strategic planning. Functions of these two offices combined in Jan. 2001 to form Office of Interagency and Local Government Coordination. As Intergovernmental Coordination, it moved to Governor's Office of Business Advocacy and Small Business Assistance in Dec. 2003. In Nov. 2004, it reorganized as Interagency and Local Government Coordination and transferred to Business Development-Rural Region, whose functions were reassigned in Feb. 2007.

The Office coordinated and oversaw Department initiatives relating to workforce, regulatory and community planning, and interagency coordination. It facilitated and promoted the efforts of Maryland businesses to develop and train employees, and meet business growth needs. To create a business-friendly environment, Intergovernmental Coordination streamlined regulatory processes. To advance business and economic growth, it built and strengthened partnerships between State, local governments, area businesses, and community organizations.

INTERGOVERNMENTAL COORDINATION
Under Governor's Office of Business Advocacy and Small Business Assistance, reorganized as Interagency and Local Government Coordination and transferred to Business Development-Rural Region in Sept. 2004.

INTERNATIONAL OPERATIONS

Maryland Competitive Advantage Financing Fund was created in 1999 to provide loans to small businesses unable to borrow from traditional lenders (Chapter 299, Acts of 1999). At request of Senate Budget and Taxation Committee and House Appropriations Committee, Department fashioned Work Group in Aug. 2000 to examine role of local economic development officials and organizations in small business lending, and evaluate whether Fund should be administered at State or local level.

On Dec. 31, 2000, Work Group reported to Senate Budget and Taxation Committee, and House Appropriations Committee.

MARYLAND ECONOMIC ADJUSTMENT FINANCING COMMITTEE
In 1994, the Defense Adjustment Financing Committee formed to oversee the Defense Adustment Loan Fund within the Department (Chapter 689, Acts of 1994). In 1998, the Committee was renamed the Maryland Economic Adjustment Financing Committee, and the Fund became the Maryland Economic Adjustment Fund (Chapter 693, Acts of 1998). Formerly under the Office of In-State Business Services, the Committee transferred to Financing Programs (now Finance Team) in December 2003.

The Committee approved applications for defense adjustment loans and set the terms and conditions for such loans.

Appointed by the Secretary of Business and Economic Development, the Committee consisted of at least seven members who served two-year terms (Code Economic Development Article, secs. 5-202).

Repealed effective July 1, 2010 (Chapter 14, Acts of 2010).

In March 2010, the Secretary of Business and Economic Development convened the Maryland Green Jobs and Industry Task Force. The Task Force was to develop a comprehensive strategic plan to move Maryland towards a green and sustainable economy by promoting green jobs, clean and efficient energy, and resource protection and restoration. In July 2010, the Task Force reported to the Governor.

OFFICE OF GLOBAL INVESTMENT & TECHNOLOGY
Office began as Office of International Trade in 1985. Reformed as Maryland International Division in 1988, it was renamed Office of International Trade in 1995 under Division of Business Development. Office of International Business became its new name in 1996. Its international marketing functions were assigned to Office of Marketing and Sales in 1999. In July 2000, duties of that office were assumed by Office of Industry and Professional Services, and Office of Technology and International Business. In Dec. 2001, Office of Technology and International Business restructured as Office of Global Investment and Technology, and its international marketing component expanded to become Office of International Trade.

Under Division of Business Development, Office of Global Investment and Technology had two teams that specialized in high-tech industry: Advanced Technologies; and Biotechnology and Life Sciences.

Office of Global Investment and Technology restructured as Office of Biosciences and Life Sciences, and Office of Advanced Technologies in Sept. 2003.

OFFICE OF INDUSTRY & PROFESSIONAL SERVICES
Some functions of Office began as National Business Development in 1991. Renamed Business Development Group in 1992, it resumed its former name in 1994. Within Division of Marketing, it reorganized as Office of Business Development in 1995, and under Division of Business Development as Office of Marketing and Sales in 1999. In July 2000, it became Office of Industry and Professional Services.

Through marketing campaigns in this country and abroad, Office encouraged new businesses to locate and develop in Maryland. Office provided information to corporations about economic resources of State, including raw materials, power and water resources, transportation facilities, markets, labor, banking and financing options, industrial sites, and incentives offered by State government.

Maryland as a premier business location for foreign and domestic firms was marketed by Office. With key decision makers and business location consultants, Office targeted certain markets and industries to recruit the fastest growing firms for relocation in State.

Within Office were two teams that targeted specific segments of industry: Finance, Insurance, and Real Estate; and Manufacturing, Transportation, and Distribution.

Under Division of Business Development, Office of Industry and Professional Services reorganized as Office of Business Development Support Services in Sept. 2003.

Partnership formed in 1989, when Partnership for Workforce Quality Program was established within Department of Economic and Employment Development (Chapter 292, Acts of 1989). Formerly under Office of In-State Business Services, the Board transferred to Business Development-Baltimore Region in Dec. 2003.

Partnership for Workforce Quality Program provided training services to improve the competitiveness and productivity of Maryland's workers and businesses, upgrade employee skills for new technologies or production processes, and help Maryland businesses promote employment stability. Board consulted with Workforce Investment Board and advised Secretary of Business and Economic Development about Program.

With advice from Secretary of Business and Economic Development and Chair of Workforce Investment Board, Governor named Board's fifteen members to three-year terms (Code 1957, Art. 83A, secs. 3-701 through 3-704).

Board has been inactive since 2003.

In Aug. 2009, Secretary of Business and Economic Development convened Task Force. Advocating for Maryland's small businesses, Task Force considered challenges faced by small businesses and other issues affecting them.
