The Joint Committee on Children, Youth, and Families formed in 1999 (Chapter 362, Acts of 1999). While particularly concerned with early education, the Committee also works to coordinate State efforts to improve the health, education, safety, and economic well-being of children in Maryland. By investigating what factors jeopardize the condition of the State's children, youth, and families, and by identifying what State policies and actions might benefit them, the Committee is able to recommend new laws, regulations, and budget priorities to improve children's well-being. Also, the Committee searches out and makes recommendations to remedy any interdepartment gaps, inconsistencies, or inefficiency in services to children and their families; and works to inform the Legislature and the general public of issues concerning the special needs of children, youth, and families.

The Committee consists of twenty members: ten from the Senate, and ten from the House of Delegates (Chapter 491, Acts of 2002; Chapters 63 & 64, Acts of 2009; Code State Government Article, sec. 2-10A-06).
