Member of House of Delegates, January 8, 1975 to January 8, 2003, representing first District 7 and then District 6 (Baltimore County & Harford County). House Chair, Joint Committee on Chesapeake Bay Critical Areas, 1984-2003. Member, Tort and Insurance Reform Oversight Committee, 1993. Vice-Chair, Environmental Matters Committee, 1995-2003 (member, 1975-2003; agriculture, environment & natural resources subcommittee, 1999-2003; health subcommittee, 1999-2003; environmental & natural resources subcommittee, 1995-99). Member, Rules and Executive Nominations Committee, 1995-2003.


Member, Chesapeake Bay Commission, 1984-2003; Migratory Waterfowl Advisory Committee, 1991-; Maryland Recycling Advisory Group, 1995-97.

Born in Highlandtown, Baltimore, Maryland, March 24, 1924. Moved to Essex at age five. Attended Baltimore County public schools; Essex Community College; University of Maryland. Masonry contractor. Served with U.S. Army in South Pacific during World War II (medic, 124th Infantry, 31st (Dixie) Division, assigned to a reconnaissance platoon; two Bronze Stars for service in New Guinea, Morotai & Mindanao). Worked as a mason for over 40 years, first as Mike Weir and Brothers, later as Mike Weir and Sons. Member, Fifth District, Fifteenth District, Riverside, Bird River, Norris, Deep Creek and East End Democratic Clubs. Member, American Legion; Veterans of Foreign Wars (VFW); Hawks; National Rifle Association; Federation of Independent Business Men. Married; six children, ten grandchildren; eight great-grandchildren. Died in Baltimore, Maryland, February 5, 2010.
